Before You Renew, Consider a Level Funded Health Plan

Posted by on October 29, 2026 in Human Resources

For employers with January health plan renewals, the work is already underway. Budgets are being built, renewal proposals are arriving, and decisions about employee coverage are taking shape. Before those decisions are finalized, it is worth asking whether the alternatives include a different way to fund your health plan. Level funding is one option that deserves consideration for some small and midsize employers. Understanding how it works can help you evaluate whether your renewal recommendation reflects the choices available to your business.

How Level Funding Works

With a traditional fully insured plan, an employer pays premiums to an insurance carrier, which assumes responsibility for covered claims. A level-funded arrangement is a form of self-funding that packages claims funding, administrative services, and stop-loss insurance into a predictable monthly payment.
The claims portion pays for covered medical expenses. Administrative fees support services such as claims processing. Stop-loss insurance protects the employer against covered claims above specified thresholds, subject to the policy terms.

Monthly payments generally remain consistent during the contract year, with adjustments for changes such as enrollment. If claims are lower than expected, the employer may receive a share of unused claims funds. The amount, timing, and eligibility for that return depend on the contract; some arrangements require renewal to receive it.

What Makes it Worth Exploring

For an employer receiving a competitive offer, level funding may provide savings while retaining a familiar approach to monthly budgeting. Some arrangements also offer more useful claims and utilization reporting, giving the employer and advisor a clearer view of what is driving costs. That information can support conversations throughout the year about pharmacy spending, available care resources, and future plan decisions. Its value depends on the reporting provided and how actively your advisor uses it. Changing the funding arrangement does not, by itself, determine the benefits employees receive. Provider networks, prescription coverage, deductibles, and employee contributions still need a careful comparison.

The Details Behind the Monthly Price

A lower quoted payment is a starting point for evaluation. Employers also need to understand their maximum financial exposure and how the plan and stop-loss contracts work together, including any exclusions or gaps in protection. The review should address what happens to claims submitted after the contract ends, how any surplus is calculated, and what obligations remain if the employer changes arrangements. Because level funding is a form of self-funding, employer responsibilities for plan administration and compliance also need to be understood.

A predictable payment for the coming year does not guarantee a predictable increase at the next renewal. Claims experience and underwriting can affect future pricing. Availability and terms also vary by market and employer profile. Potential savings should therefore be assessed alongside the contract protections, employee experience, and longer-term implications. A possible surplus should never be treated as guaranteed savings in the budget.

A Recommendation Grounded in your Business

The right funding decision starts with knowing the employer. Financial priorities, workforce needs, growth plans, and tolerance for risk all matter. So does an understanding of current carrier offerings and market conditions.

At PF Compass, that combination guides how we approach renewal. We work to understand our clients well enough to identify relevant alternatives, explain their trade-offs, and recommend an approach that fits their business. For some employers, that may include level funding. For others, a fully insured arrangement may remain the strongest choice. Either recommendation should come with a clear explanation of the options considered and the reasons behind it.

Make Time to Evaluate Your Options

For January renewals, now is the time to begin that discussion. Evaluating alternatives takes time, particularly when underwriting, contract review, and employee communication are involved. The same principle applies whenever your plan renews.

If your renewal conversation has focused on continuing the current arrangement, ask whether level funding or another available approach has been evaluated for your business.

Contact PF Compass to discuss your upcoming renewal and whether a level-funded health plan deserves a closer look.
